Why I'm Qualified 
 
I have the time, experiences, and education essential to serving on the West Ada School Board.
  • Experienced educator with over 50 years in k-12, higher education and private education, including:
  • Business Manager of Coeur d’ Alene Public Schools.
  • Superintendent of Nampa Schools (1980-1985).
  • University professor of educational leadership. retired, who keeps pace with current practices by teaching graduate courses and advising educational leadership doctoral students.
  • Member of Phi Delta Kappa, an education association that provides research, networking and professional development.
  • Grandparent with grandchildren in West Ada Schools.
  • Former city councilman, Coeur 'd Alene.
  • Small business owner – Kiva Partners Consulting.

This school board election is about the Idaho Constitution.  My grandson Peyton is just one of thousands of Idaho students who paid illegal fees.

 

 

 

 

"The Idaho Constitution, Article IX, Section 1 states:  LEGISLATURE TO ESTABLISH SYSTEM OF FREE SCHOOLS.  The stability of a republican form of government depending mainly upon the intelligence of the people, it shall be the duty of the Legislature of Idaho, to establish and maintain a general, uniform and thorough system of public, FREE common schools."

 

Yet the West Ada School District continues to charge parents and students fees to register in schools, take courses, buy books, participate in activities and athletics.  When elected a school board member takes a oath to uphold the Idaho Constitution!  It's time to elect a board member who will do just that!

FAIR TREATMENT FOR EDUCATORS
You might think West Ada District teachers are already being treated fairly, but that's not the case.  The District School Board and Superintendent have not done enough in terms of due process, collective bargaining, or compensation.  Superintendent Linda Clark champions the "Career Ladder", a proposal which will make it difficult for teachers to earn more money and for the district to retain and recruit the best teachers.
 
FREE PUBLIC SCHOOLS
You might think Idaho public schools are FREE, but that's not true.  The Idaho Constitution, Article IX, Section 1, requires a "free public eduction".  But the West Ada Board and Superintendent Clark continue to charge parents and students fees to register for school, take courses, and participate in sports and activities in violation of the Idaho Constitution!  When Russ asked, "Why is the District charging fees?", he was told if parents can't pay they have to explain their financial situation!  That's why Russ filed a lawsuit against the State for not funding schools and against the District for charging unconstitutional fees!

FULL PARTICIPATION FOR PARENTS
You might think West Ada School District and Superintendent Clark provide parents with FULL ACCESS to district information, but think again. In truth, they do little to include and invite parents to participate.  For example, the District Strategic Plan does not include a section on parents!  And the District budget is almost 500 pages, hardly an inviting document for parents to learn more about the district's spending priorities!
FACE THE CHALLENGES OF RAPID GROWTH
You might wonder why the West Ada School District is always growing, always trying asking voter approval for new schools and operating budgets.  The reason?  The District is not facing the challenges of growth with a growth management plan!  The City of Meridian reports that the District never contests new developments and always reports that it can accommodate new students.  The School Board and Superintendent Clark are missing opportunties to challenge the City's continued rapid expansion.

These are the reasons I'm running for the West Ada School Board, Zone 5.  

 

It's time for parents, kids, and teachers to have a strong voice on the Board who will tell their story to the other Trustees, administrators, government leaders and community.
